Board of Health Minutes 04/11/2005

A  meeting of the Sharon Board of Health was called to order at 7:30 P.M. on Monday evening, April 11, 2005,
in the Sharon Town Offices, with the following members in attendance: Anne Bingham, Chair, Elizabeth Barnett, M.D.,Vice-Chair, and Sherwin Goodblatt. Also present was Jim Andrews, Health Agent for Engineering.

69 Edgehill Road – request for temporary trailer
The new owners of this property are in the process of filing the Declaration of Restrictive Covenants which was to have been filed by the previous owner.  Mr. And Mrs. Rexrode have purchased the property and are renovating, but wish to relocate immediately.  They request to place a town-approved trailer on the premises temporarily while work is ongoing. They anticipate this will not take more than 6 months.

VOTED: (Bingham/Barnett) unanimously to allow the Rexrodes to place a building code-approved trailer, as approved by Joe Kent,  on the property at 69 Edgehill Road,.....to be connected to the new septic system, as well as to public water and utilities....for upto a six month period, to expire by October 31, 2005.

Wilbur School concerns  
Anne Bingham reported that she was asked to meet with the Board of Selectmen on April 19th to discuss the Board’s concerns about proposals for a shared system vs. the previously BOH-approved groundwater discharge permit for the Wilbur School Property.  Suzi Peck will also attend.

Jennifer Aycock– Applicant for Massage Therapist Licensure
Elizabeth Barnett reviewed that the BOH is currently in the midst of undergoing a fairly extensive revision of the existing massage  regulations. The proposed revisions, are along the lines of  what is being done in other towns to protect both the practitioner and the citizens.  However, it was explained that, although any licensure approved at this time  would take place under current regulations, renewal of licenses may be affected by any  revisions. Once the Board has completed its revision of the regulations, a hearing will be held and all those holding licenses at that time will be notified so that they might attend the hearing.

Ms. Aycock reviewed her background....that she moved to Sharon from Australia about 6 months ago; she is not currently licensed in any other community; Cheryl Morandi, who provided a letter of recommendation, has offered space in her facility. Anne Bingham expressed concerns about whether or not Ms. Aycock meets the requirements of the current regulations. Ms. Aycock noted that she took massage coursework as part of a four year degree program in Naturopathy (in Australia).....and that she hopes to continue towards this degree online through Clayton College. Elizabeth Barnett will contact the school to corroborate attendance, and to clarify the number of hours of hands-on experience.  She further noted that it will be extremely difficult for Ms. Aycock to be re-licensed (should she be granted a license at this time) under the proposed revised regulations.  Following Dr. Barnett’s report, the Board will vote on granting the license on April 25th.....license to work only in Cheryl Morandi’s establishment...not in private homes.

Michelle Dayan-Shiller- Applicant for Massage Therapist Licensure               
She reported that she will be taking the national certification exam 4/12. She plans to work at the Circle of Wellness for the time being;  is planning to move shortly and hopes to work out of her home.  Elizabeth Barnett will contact the school Ms. Dayan-Shiller attended to corroborate the information presented.  A vote on this license will also be taken on April 25th.

Hunter’s Ridge
The Board received a letter from the LHCN Association (abutters to proposed Hunter’s Ridge subdivision) reporting on a site visit conducted by Horsley and Witten.  Anne Bingham noted that the permit application is now in the  hands of DEP, and won’t come back to BOH unless and until approved by DEP. Linda Rosen will contact Wayne Godlin to suggest that the letter be forwarded to Brett Rowe at DEP.  

Miscellaneous
The Board reviewed a recent Title V conducted at 3-10-12 P.O. Square.  This was an official inspection at time of proposed transfer, which showed the system to be in failure.  The proposed sale did not take place.
